小企业花费大量的人力财力处理冗繁报税环节,因为现行的税务系统不是为小企业设计的。
“据注册会计师协会,年营业额$59,000或更少的小企业,需要花费收入的10——13%用于报税环节,但是年营业额 $100万以上却只用花费不到1%,对小企业来说税务环节是一个可以甩掉的包袱,否则势必影响小企业生产力 —— 而小企业在全国税收中占40%。
工党领袖表示,在简化税收环节方面,新西兰和其他国家相比已经落后。
注册会计师协会提出了“不到一小时,一个报表,所得税和GST一月一付“的建议。未来工党的政策将建立在这个建议基础上。
“注册会计师协会四年前就提出了这项建议,但税制改革不得进行是因为国家党政府在掣肘。”
工党领袖表示,工党将大幅度减少尤其是针对小企业的税务报表数量和次数,并就预付所得税和针对小企业的其他类别税收及税收环节考量简化和替代性措施。
工党领袖表示简化针对小企业的报税环节,不会影响国库税收。工党政府将和相关部门密切合作,实现简化程序做到既直接又有力度。
对小企业主来说,能否旱涝保收全靠自己,工党知道他们的辛苦和挣扎,会通过减少税务环节等方式帮助小企业运营更成功。

Labour will simplify small business tax
A Labour government will substantially simplify tax for small businesses, Labour Leader David Cunliffe says.
David Cunliffe made this commitment to a business audience hosted by Ernst and Young in Auckland this morning.
“Small businesses are spending far too much time and money complying with a tax system that wasn’t designed for them.
“According to the Institute of Chartered Accountants, businesses with a turnover of $59,000 a year or less are spending 10 to 13 per cent of their earnings on tax compliance. Yet a business with a turnover of more than $1 million spends less than 1 per cent.
“Tax compliance is an avoidable drag on the productivity of our small businesses which contribute about 40 per cent of tax revenue.
“New Zealand is lagging behind other countries when it comes to tax simplification.
“Labour’s approach will build on the Institute’s proposal of ‘no more than one hour, one return and one payment each month for income tax and GST compliance’.
“The Institute published its proposals four years ago. The only thing stopping this sensible overhaul of tax compliance is the Government dragging its feet.
“We will radically reduce the number and frequency of returns, especially for micro businesses. We will also consider alternatives to the provisional tax regime and explore options around the taxation of the smallest businesses, including the treatment of assets.
“Tax simplification can be done on a revenue-neutral basis. A Labour government will work carefully with officials to ensure the new system is straightforward and robust.
“The nature of small business is that owners risk the shirt off their backs every day. Labour recognises their struggle and will help make their businesses more successful,” David Cunliffe says.
