经费削减,警察用一线打击犯罪经费作裁员赔偿金

因经费削减,警察不得不动用一线用于打击犯罪的的经费作为裁员的赔偿金。
经《官方信息法》授权披露给工党的资料显示,共计有$1200万元用于一线打击犯罪的经费被用作警察人事部门裁员的赔偿金。
该经费据说是用作 “政府就犯罪率和再犯罪率下降和/或 法制部门其他核心成效”, 其目的是使治安“更有成效”。
警察部长似乎在大谈警察裁员可以有效减少犯罪以及使打击犯罪更有成效。
警察部长关于预算削减能够帮助未来犯罪率下降的说法真是神来之笔。
警察部门的财政预算在去年被削减并且在未来的3年会继续下降。这说明警察部门已经捉襟见肘,而上周宣布的所谓增加训练的“额外增补”不过是杯水车薪。
这些还不足以填补政府在2009年对警力训练和一线经费削减亏空的填补。
警察部长不能够再继续空谈警察如何在削减经费、不断裁员的情况下还能够寻找生存空间。
警察部长应该承认政府此举实际上 是让警察在经费减少和比重加大的情况下, 履行打击犯罪维护社会治安的职责——最终整个社会因为政府的这种行为将付出更大的代价。

Crime fund used to rescue broke Police budget
Police budgets are so stretched they have been forced to dip into a crime-fighting fund to pay for redundancies, Labour’s Police spokesperson Jacinda Ardern says.
Documents released to Labour under the Official Information Act reveal $12 million from the Justice Sector Fund has been used to meet Police HR redundancy costs.
“That fund is for initiatives that ‘contribute to the Government’s results of reduced crime and reoffending and/or justice sector key result areas’. It is aimed at delivering ‘better results’.
“How Anne Tolley can claim redundancies are in any way helping to reduce crime or deliver better results is beyond me.
“The Police budget was cut last year and is set to decline over the next three years. This highlights exactly the constraints they are operating under, as does the so-called ‘additional enhancement’ to arms training, announced earlier this week.
“That is nothing more than the Government reinstating reductions it made to training for Police Strategic Traffic Unit members and other front line staff in 2009.
“Ms Tolley cannot continue to claim that the Police are able to live within the reduced budget she has given them, when they’ve had to go cap in hand to cover staffing issues.
“It’s time the Minister acknowledged that she is asking the police to do more, with less, and that will eventually come at an even higher cost.”
