[按:OECD (经合组织),2013年12月3日公布的报告显示,新西兰的基础教育在全球34个发达国家中的排名大幅下滑,其中数学排名由第13位下降到第23位;阅读排名由第7位下降到第13位;科学类由第7位下降到第18位。]
国家党执政5年,新西兰教育质量在全球的快速下滑已经演变成不可控制的自由落体。
我们教育质量在国际排名中戏剧性的大幅下降,应该给国家党政府敲起警钟,国家党执行的教育政策根本不凑效。
国家党政策着迷于不间断地测试和写文字报告,这给教师带来大量的行政和报表工作,已经使教师没有时间做他们的本职工作 --- 那就是教书。
打个比方 --- 如果一个孩子饿着肚子去上学,国家党的做法是让孩子每天上秤测体重,但是量体重本身不会让孩子长身体。就像没完没了的测试和评估以及写报告不会让孩子的教育质量提高一样,只有高质量的教育本身才能提高孩子们的听说读写能力。
在教室里老师们很清楚哪个孩子功课不好,老师们都能告诉我们哪个孩子在挣扎。真正的重点的是如何将精力放在解决问题上,而不是没完没了的写报告来评估问题。
工党会实行行之有效的课程计划,我们会延展“阅读提高”课程,这样阅读有问题的孩子可以得到帮助提高阅读水平。我们也会建立一个“数学提高”课程,通过培训老师来达到帮助孩子们更好学习的目的。
国家党的政策是将老师拴在那些没完没了的行政工作上。我们必须将老师从行政工作量当中释放出来,让他们有时间专心致志的去教书。

Decline turns into free-fall under National
The global decline of New Zealand’s education system has turned into a free-fall under National, Labour’s Education spokesperson Chris Hipkins says.
“The dramatic drop in the international standing of our education system should be a real wake-up call to the National government. Their current approach simply isn’t working.
“National’s obsession with constant testing and assessment is taking up so much teacher time they actually haven’t got time to do what they’re there to do – teach.
“If a child comes to school hungry, putting them on the scales every day to see whether they’re gaining weight won’t help. The same principle applies to their learning. Constantly testing their level of reading and writing ability won’t do anything to improve it – quality teaching will.
“We already know who the kids are who are falling behind. Every teacher can tell us which kids in their class are struggling. What we should be doing is focusing resources and attention to actually fixing the problem.
“Labour will focus attention on the programmes that work. We will extend Reading Recovery so that all the kids who are falling behind in their reading can catch-up. We’re also going to develop a Maths Recovery programme and improve professional development opportunities for teachers so that they can improve their own skills.
“National’s approach to educational underachievement has been to tie schools up in red tape. We need to free teachers and schools up to actually spend time teaching kids. That’s what Labour will do,” says Chris Hipkins.
