政府的无能有可能导致纳税人为Rena轮事故买单

为了解决Rena轮灾难的费用,国家党如今不得不伸手乞讨――因为尽管官方建议要增加漏油灾难的保险赔偿,国家党却谈判失败、铩羽而还。
工党领袖菲尔∙高夫指出,由于约翰基和斯蒂芬∙乔伊斯没有能够保护新西兰纳税人免担财务风险,他们眼下才都抢着求出租RENA号的船务公司出钱。
地中海船务公司已表示他们不想承担赔偿责任,仅可能帮助解决一些调查报告提出的修复费用。然而国家党本来无论如何也不应置纳税人于如此境地――他们所依赖的交通部长居然忙着四处乞讨、或为修复费用求诸法院。
国家党刚执政时就被告知政府应当就“船用油的污染损害”(Bunker Oil Pollution Damage)问题加入2008年后期开始实施的民事责任国际常规。如果当时他们加入了,就能增强针对漏油污染的财政后盾。
其他国家如加拿大、澳大利亚等于2009年认可了民事责任国际常规。而国家党政府无视了有关机构提出的建议,还是没有加入。
国家党的无能将纳税人和丰盛湾的地区经济置于风险,这意味着纳税人可能不得不为Rena灾难的损失买单。

Govt incompetence may see taxpayers picking up Rena tab
National has been forced to get out the begging bowl to try and pay for the Rena disaster because it failed to increase liability cover for an oil disaster despite official recommendations, says Labour Leader Phil Goff.
“John Key and Steven Joyce are scrambling around begging the shipping company that leased the Rena for money because of their own failure to protect Kiwi taxpayers from financial exposure.
“The Mediterranean Shipping Company has said it is not liable but may help with recovery costs, according to reports. But National should never have put taxpayers in the position where they’re relying on their Transport Minister to essentially run around with a begging bowl or to take court action to recover costs.
“National was told when it came to power that it should sign up to the International Convention on Civil Liability for Bunker Oil Pollution Damage, which came into force in late 2008. That would have increased our financial protection against oil pollution.
“Other countries like Canada and Australia ratified the convention in 2009. National failed to do the same despite official recommendations.
“National’s incompetence has left taxpayers and Bay of Plenty businesses exposed and means they may have to pick up the tab.”
